Our Board

The Board

Our elected Board members are parents, grandparents and concerned citizens with a wide variety of personal and professional experiences. Of the 17 members, 15 are elected based on geography, the African-Nova Scotian Board Member is elected based on ethnicity, and the First Nations Board Member is appointed by the Nova Scotia Minister of Education and Early Childhood Development.

Elections take place every four years, on the same date as municipal elections.

The elected school board only has one employee: the Superintendent of Schools/CEO.

Role of the Board

The school board is accountable to the Minister of Education and Early Childhood Development and is responsible for maintaining, controlling and managing all schools and board facilities. As per the Education Act and regulations, the elected board’s responsibilities include:

  • Promoting excellence in education.
  • Providing education to all enrolled students, ensuring that schools follow the provincial program of studies, and developing and implementing educational programs for students with special needs.
  • Promoting schools as safe, quality learning environments and community resources.
  • Establishing policies and programs that are consistent with the Minister’s policies, to assist the elected board in carrying out their responsibilities, including policies to encourage communication among teachers, students and parents, and policies to protect students and employees from harassment and abuse.
  • Developing strategic and business plans.
  • Promoting school advisory councils, providing leadership training for members, and approving their school improvement plans and annual reports.
  • Effectively and efficiently managing the finances of the board and supervising capital expenditures.

The elected board is responsible for developing policy based on recommendations from board staff. Board staff is then responsible for carrying out that policy.

Regular Board Meetings

All Board members participate in Regular Public Board Meetings, which are usually held the third Wednesday of the month throughout the school year. At these meetings, Board members review the items they discussed at the previous Committee-of-the-Whole meeting, and have another opportunity to ask questions and further discuss the items. If any item requires Board approval, it will be voted upon during the Regular Public Board Meeting.

Committee Structure

Topics that become policy flow through a series of Board committees and meetings. Generally, topics are brought to a Standing Committee for initial discussion. The topic then moves to the Committee-of-the-Whole for discussion by all Board members. All policies and policy-related items are then voted on at the Regular Public Board Meeting by all Board members.

Standing Committees

Every Board Member participates on one of the four Standing Committees. These committees meet once a month, usually in the last two weeks of the month during the school year.
  • Education Services Committee: Vivian Farrell - Chair,  Anne Beaver  - Vice Chair, Sharron Byers,  Jim Grue
  • Financial Services Committee: Ron Marks - Chair, Mackie Ross - Vice-Chair, David Myles, Andrea Paul
  • Human Resources Services Committee: Glenda Talbot-Richards - Chair, Margie Nicholson - Vice Chair, Robert George, Marilyn Murray
  • Operational Services Committee:  Adam Davies - Chair, Wendy Matheson-Withrow - Vice-Chair, Reg Pauley, Scott Adamson
